UTF-8 is an ugly hack of a superset on ASCII though. As any latin-<number here> charset inhabitant will tell you it can lead to mojibake (characters above 127 take at least 2 bytes in UTF-8, which they didn't use too)

UTF-16 is a variable length encoding, a character may either be encoded in 16 bit or 2*16 bit.
What you want is UCS-2, which is not variable length.
